Tisk, Tisk - NO PARKING

Yesterday when I went to head to home from work I noticed that there was an unknown car parked right behind me. I was blocked in :-( :-( So I waited ........ Finally after about 40 minutes we called a tow truck company to help move the car so I could leave. We have signs all over our parking lot stating not to park unless they are coming to see us .... BUT even still - WHO would double park behind someone???? That didn't make any sense to me at all!!
